Haitian President Michel Martelly’s administration has created a new panel to strengthen the Caribbean nation’s long dysfunctional justice system.

The goal of the nine-member Superior Council of Judicial Power is to ensure a separation of powers among the judicial, legislative and executive branches. It will be in charge of hiring and training judges and other court employees as well as investigating them if warranted.

Haiti’s parliament passed a law in 2007 that was supposed to have established such a council but it never became a reality.

The new panel was installed at a ceremony Tuesday.
